35 HOURS PER WEEK POSITION
Under limited supervision; performs a variety of administrative support work to executive level management within the Departments of Federal Program Compliance and Community Development. The purpose of this position is to assist the Director of the Department with the coordination and management of capital and in-house projects/programs, as well as daily activities of the Department. May be required to assist with various office functions, as required. Reports to the Director and/or Community Development Special Program Administrator in the absence of the Director.
Duties of Responsibilities:
ESSENTIAL JOB FUNCTIONS
Assist the Director with the preparation of reports/documentation for federal/state and other entities funded projects.
Monitor progress of federal/state/local funded projects and prepare status reports as needed, to include but not limited to federal wage interviews and compliance with HQS or latest HUD property standards.
Assist the Director with the preparation of Agreements, Amendments, Ordinances/Resolutions, bid documents and other documents associated with capital projects and/or projects/services in general.
Responsible for the administration of federally funded projects from intake through closeout.
As required, assist the Director and other department personnel with the review and approval of invoices from consultants, contractors, vendors/suppliers, etc.
As required, assist the Director and other department personnel with the preparation of bid documents for construction/services contracts.
Assist the Director with the evaluation of bid documents.
Assist the Director with the preparation of the annual operating/capital budgets. Prepare financial and/or quarterly reports on for ongoing and proposed projects.
Assist the Director with the preparation of necessary documentation to request reimbursement from various governmental agencies.
Attend a wide variety of meetings (as need be) with the general public, consultants/contractors and other governmental entities.
Prepare reports on federally funded projects related issues.
Assist the Director with the preparation of necessary documentation to apply for and secure state/federal funding for projects, as well as to advance projects to design/bid phases of work.
Maintain all project files (paper and electronic).
May be required to assist with various office support functions
Types various forms, letters, reports, and various other general correspondences pertaining to projects; performs a variety of general clerical tasks such as scanning, filing, typing, data entry, answering phones, etc.
Refers to contracts, policies and procedures of various City departments, manuals, codes / laws / regulations, publications and reference texts, websites, etc.
Operates a variety of office equipment and machines such as computer, copy machine, scanner, fax machine, etc.; performs work in a variety of computer software such as Munis, Microsoft Word, Microsoft Excel, Microsoft Outlook, Purchasing Program, etc.
Uses a variety of general office tools such as calculator, hole punch, binding machine, etc.; a variety of general office supplies such as copy paper, calculator tape, file folders, writing instruments, etc.
Interacts and communicates with various groups and individuals such as Directors, Assistant Directors, Public Works Department staff, Mayor’s Office staff, City Council Clerks, Federal and State government employees, vendors, and the general public.
ADDITIONAL JOB FUNCTIONS
Employee will be responsible for performing other job-related duties.
Minimum Qualifications:
Requires a high school diploma or equivalent, supplemented by a minimum of five (5) years of previous experience and/or training that includes office administration in a government environment and coordination of capital projects/programs/services, familiarity with federal/state aid funded projects, customer service and personal computer operations; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess a Louisiana driver’s license.
